 On May 18, 1980, the day of commemoration of the nationwide uprising by the people of Gwangju and Jeonnam denied the conspiracy of the new military government and demanded the realization of democracy. On May 18, 1981, the year after the May 18 Democratization Movement, victims' groups, students, and local activists held a memorial service at Mangwol Cemetery. The state repressed the remembrance to prevent the recurrence of this memorial event, but it continued to be implemented as part of the May succession movement and was eventually enacted as a court anniversary in May 1997.
