This is because toilet paper is a strong source for soaking liquids, and the more soaked it is, the weaker it is. 
Cullen: i think different brands of 🚽 📝 will have different effect how stronger dry and soakabiliy it is .

Miller: Different brands of toilet paper will have an affect on how strong each are. Also I think dry toilet paper would the the stronger then wet toilet paper but it is one of the weakest paper.
