When James Madison started his second term as president in 1821 the country wasn't divided by political parties. Typically people voted for the elites in politics or people with big family names. The process to vote was also restricted to white men who had property and payed taxes. Their votes were typically by voice. This was until a revolution began for politics between 1820-1840 in which states started repealing these requirements and began instating direct methods of voting. This caused voting participation to rise to 80% of all adult white men because voting was now available to more white men than before.
