The large states, such as Virginia, believed that they should get more representatives in the congress as they had a greater population. On the other side, the smaller states, such as New jersey, believed all states should deserve equal representatives and power in the government. As a result they settled on the Great compromise. This compromise stated that there would be a senate, and the house of representatives. The South wanted to count the slaves for population, but not for taxes. The south wanted to have a greater population as they wanted more power in the government. As a result, they decided on the Commerce Compromise. The Northern states wanted the National government to regulate trade in order for the economy to grow stronger. The north also wanted to regulate the slave trade.  The southern states were strongly against this idea, as they relied on slave labor for agricultural purposes. As a result they settled on the commerce compromise. The south wanted protection of their property, as many problems arouse as slaves escaped to the free states. Many of the Northern delegates disagreed as they were against slavery. The North believed that slaves that run away to free states should become free. Although slavery was inhumane, the north agreed on passing the Fugitive Slave Act. This act stated that any runaway slaves in free states must be returned to their owner. Some delegates were still fearful of having a strong central government. They were afraid that the government would abuse their power like Great Britain had, and pass unfair laws and taxes. he wanted a bill of rights as they wanted to protect and ensure their rights. On the other side, delegates believed that having a powerful central government was necessary. They also believed the bill of rights was completely unnecessary. As a result, only 38 delegates signed the constitution. By may 1790 all 13 states agreed upon the constitution, and having a powerful national government.
