During and following drafting of the act, Jackson included incentives for the Indians to make relocation seem more appeasing. Financial compensation and protection by the federal government were promised.

At the time, those who believed in the idea of the Manifest Destiny, thought that the Native Americans were halting them from further expanding the nation.
