One reason they are different is the Hunger Games was meant to to control population but also so the people won't rise up against the capital. The Hunger Games was mostly for the entertainment of the capital. On the other hand, The Lottery's purpose is to adhere to tradition.  The lottery is not meant to be entertaining or population control. It is simply what has been going on for many years. This ritual involves killing off one of their own citizens. What would cause these people to kill their own friend? We believe that the purpose of the lottery is to follow tradition. The people  of the village come from generations and generations of their society performing the lottery, So its only natural that they would want to keep the tradition alive. To the capitol it is almost like watching a sport or the Olympics.  They think its funny. It is also so the districts don't rebel against the government again.
