Most people remember him as a basketball star.
The author directly states that Flick never learned a trade, so now he works in a tire shop.
Other people don't say anything to him. It was likely that it was expected of him to fail after High School.

A literary device is something that the Author Uses in a story to convey different things. For example the author uses allusion to hint at something in the past with a certain action or symbol. John Updike uses Allusion when he is saying, " He sometimes dribbles a basketball as a gag. This is referring to his earlier days a show  a basketball player.
John Updike Also used Personification in the poem. He was a high school basketball star who would score as much as 40 points a game. 
"He was good, in fact the best."
 He went from high school basketball star to a loser who works in a tire shop. It can be assumed that   Flick is not happy. 
"After work he can be found Playing pinball or smoking thin Cigars." To almost nothing at all. Not being able to land a good job and being poverty stricken.
