Each state will have a set number of representatives in addition to a number of representatives that is proportional to the state’s population, which serve in a single house of Congress. Every representative will be elected by the people and should serve for as long as mentally and physically able.

The New Jersey Plan will be put into action, as all states will be equally represented in the legislature regardless of their population since they are each part of the nation. Resulting in 2 representatives per state in both branches of Congress. Reject the Virginia Plan which does representation based on population will give larger states more power over smaller states like Maryland and New Jersey.

The Legislature picks the Executive branch

Represenate and the house of senators come together every 4 years to pick a new president. They will decide based on a regular popular voting process. A tie will be broken by the general population in a separate election.
