Some of this is common sense but is fairly vague which makes me more than a little weary. So are homeless people by definition guilty of child abuse? Is a family that uses corporal punishment guilty of child abuse? (Corporal punishment is legal for parents and guardians to use.)

A child could be underweight, bruised, dirty, scared, show poor behaviors and the list goes on.
