This song is about estrangement and the recognition that the American Dream can let you down. The singer's hopes have been crushed, and he finds himself very much alone. They were convicted of arising from the Enron scandal which was an issue where the shareholders of the company lost $74 billion in shares and millions of the employees lost all the benefits they had been given for working there (medical, dental, etc.) This conviction was over turned because they found that the jury instructions were faulted. It wasn't necessarily a social justice movement, but given that a large population of the people affected by the hurricane were people of color, there is a case to be made. There were mass evacuations due to the hurricane, and over 1800 people lost their lives. Many evacuees were displaced and went months without income. The hurricane destroyed about 3000 subsidized housing units, out of 7200 before the hurricane. Only 1829 units were rebuilt, and only half of the units met the criteria for subsidized housing. This led to an increase in rental prices in New Orleans and prevented many lower income families from moving back to New Orleans. 
There were movies made about Hurricane Katrina, including the 2013 movie Hours and a 2006 documentary called An Inconvenient Truth, meant to educate Americans about global warming and climate change. 
A song about Hurricane Katrina is the 2006 song "Hell No (We Ain't Alright)" by Public Enemy, which also talks about other social/political things going on at the time. On November 17th, there were headlines that unarmed innocent citizens were killed in the middle east. (Iraq, Baji, Baqubah, Buhritz and Balad)
In November of 2004, now Former President George Bush was elected for President of the United States (POTUS). 
From November 6th, 2004 to December 25th, 2004, "Over and Over" by Nelly featuring Tim McGraw was on the billboard charts for the top 40 songs for 2004.
