There are school districts where they cant spend a lot at all because there isn't a lot of money at all or there are schools districts where they spend too much and we end up with little to no money at all. Solving this problem isn't going to be an overnight solution and if they solve these problems, it will take awhile for the new policies to start up. Another example, according to experts, can be "States should have the freedom to opt out of federal education programs and should be allowed to consolidate federal funding in order to direct resources to any lawful education purpose under state statute" (Solutions for America).
