I think the story behind the picture could include things like the military/army is working somewhere outside the U.S., building a 'base' or camp, and while they were doing that, one of the machines started falling off the edge. So with help from other,s they work to pull the machine back onto the cliff top.

I think they're probably either in the military or working on a long term project, and one of their vehicles got stuck so they are working together to try and recover it.
