MTC uses a centralised governance model. There is one PMO that overseas all projects. Our PMO is admin-focused (tier 1) so there is minimal authority - therefore needing senior oversight from programme managers / sector directors / chief engineers (project board).

Governanance shares a project management office but each project or sector has its own teams. Project Board is used to standardise processes which are shared across the different teams by the PMO. Sponsor has final decision on all major actions in the teams.
