While this will also hurt the general populace, they are already in a dire situation, and by weakening their government, it gives opposing parties and chance to take control and reform the government into a strong institution that strives for peace and justice. An example of this would be with Maduro and his torture of opposing party members. They already pay taxes that they receive less or no benefits for, and it seems hypocritical considering the US's argument of "No taxation without representation." By becoming a state, it would give Puerto Rico financial benefits that could help improve their economy.
