The interventionists were pleased with the cash and carry because it intervened with Britain and that's what they were all about they wanted to help Britain and The cash and carry policy allowed U.S to sell war goods to anyone who paid up front and would accept all risk of transportation.

Internationalists only gave help to a few countries and were more like isolationists or protectionists when it came to trade. Often proposed high tariffs and promoted domestic business's to increase profits at home.

FDR obviously favored the allies, when he declared neutrality on September 3rd, he waited two days to pass the Neutrality Acts so that the allies could quickly buy war supplies

A September 1940 agreement called Destroyers for Bases provided one precedent; 50 U.S. WWI destroyers were exchanged for leases on several military bases to which Britain held rights. America lost there nuetrality
