Currently NSF SOARS doesn't support these needs at this time. Latent overlaps - if you can write a peer reviewed paper you can write a proposal or abstract. So this is an area of growth for the program. To be an AMS policy fellow, contractor or govt employee, there are skills that could be developed. Take a 200 page scientific paper and rewrite it as a 20 page paper for congress. Writing for a lay audience. Writing so your grandmother can understand the information.

Then take a research paper and work on a policy memo, then on a newspaper article for your hometown paper (break down the jargon). Having formal and informal writing skills are critical skills. Congressional visit days helped get into AMS Policy Colloquium. Review proposals to know what a good proposal is.
