However, Klein's article gives us a perspective of the reality of things. Simply because laws are meant to be used one way doesn't mean they will be used accordingly.</div>]]></description>

Article 34 which requires voter approval to build public housing can be used to solve the housing crisis but since NIMBYs do not wish to 'devalue' the area they live in. CEQA also gives NIMBYs a way to avoid building beneficial public services.</div>]]></description>
