         <description><![CDATA[<div>Under Malaysia's 'New Economic Policy' (NEP) came the "7-2-1" system that was developed in 1970 that aimed to expand access to and improve the quality of their higher education institutions. Unfortunately, the past few decades have showed no real promise in improving conditions. In fact, the numbers continue to worsen. There has been a great deal of poorly allocated funds and resources that have not led Malaysian students any closer to achieving higher education in their home country. </div>]]></description>
