The Aztec Empire was created around the year 1325 CE. The empire was ruled by one emperor or king. There were officials called The Counsel of Four, these people were advisers to the ruler, and also the people first in line for the throne. At the time they obtained power through law specifically one law, the "one-time forgiveness law". The "one-time forgiveness law" was used for people who committed a crime, the crime was forgiven only if you confessed to a priest before getting caught.
