3D Block Puzzle Design

In this activity, students were tasked with creating a 3D puzzle made from 1" wood blocks that, when put together, would create a 3"X3" cube. Students had to build the puzzle using plastic interlocking blocks, draw the puzzle pieces in both 2D (orthographic) and 3D isometric form and then pass these plans to another student that would try to reconstruct their puzzle as it was planned out.

After completion, it became apparent that the students didn't fully grasp the constraints that were placed on the activity. Whether they are not reading the information or the information is disregarded is a mystery. (Although, as the year has progressed, it seems more likely that the kids just aren't reading with any intent.) Too many were designed with too many pieces or too many blocks per piece. How can I remedy this?
