Starting from the early 80s to early 2000s the Baseball Steroid Era was a period of time where MLB athletes would use performance enhancing drugs in order to compete with other players at a higher level. This of course broke the rules and regulations set by the MLB regarding performance enhancing drugs due to them being banned from the league in 1991 but usage continued after.

Many players in the league at the time took steroids but a more notable example was in 1997 when Mark Mcguire and Sammy Sosa Broke the previous home record for most home runs in a season. This increase in offensive output in the league drew a lot of attention towards the MLB. It was later revealed that both Mcguire and Sosa used performance enhancing drugs during their record breaking seasons.

Due to the large amount of steroid usage in the league the MLB since 2003 the MLB has had league wide PED testing for their players. I believe that as steroid usage increased it encouraged other players to use them as well to be able to compete at the same level as other teams so they wouldn't fall behind even though they shouldn't break the rules of the game for the sake of a win or a title.
