They must strive to provide fair educational opportunities and end deficit thinking. This change can’t happen alone.  Backing from parents and the community adds to the scaffolds of support needed within the system (Scanlan & Theoharis, 2015). 

Not only should the leader provide encouragement to others, they will find support from them too, which in turn fosters future leaders.  Changing this system will cause dissension as those with power resist losing any authority. The leader must be bold and have courage.
