The theme is that the dragons will judge upon the high king's behavior.
The theme is developed by the characters Samaranth, Ordo Maas, and the Winter King. They share their side of the story (excluding Ordo Maas) they feel the main characters should know (excluding the Winter King), or that they just want to tell the main characters (Excluding Samaranth and Ordo Maas), thus developing the theme.

On page 95, "There are no other dragons left in the Archipelago. Haven't been since the old king died. But to share tea with Samaranth..." This begins the story of why all of the dragons but Samaranth left, thus beginning to explain how the dragons judge the high king.

On page 98, "The Archipelago was guarded by thousands of dragons. The skies were filled with them. Then, not all that long ago, they began to disappear, until they were all gone, save for myself." "We guarded the boundary between the Archipelago and the world beyond, using flame and fear to turn back travelers that ventured to close. But I have not seen another dragon for almost twenty years, and men like the one you call the Winter King have risen to power- men who would learn the secrets of the lands not to rule justly, but to conquer cruelly." This shows how the dragons behave and just how many there was.

And it was I who took it back, when the last king demonstrated through the choices he had made that he was no longer worthy to bear it." This shows how the dragons chose to leave because of the old king's behavior.

On page 154, "Archibald opened it again and discovered how to use it to create the Shadow-Born; and then he made his great mistake- he attempted to use it to steal the spirits of the dragons, to create the most powerful spirits of all." "The dragons were of an age and power equal to that of the box and could not be trapped within it. But in that moment, they saw the king for what he was becoming. Samaranth took his ring and declared Archibald no longer worthy to summon the aid of the dragons. And that is when they began to leave the Archipelago." This finishes the known story of how the dragons left, thus showing once again the judgement of the dragons.

On page 279, "That would be me. I had been in exile myself for many years in his world, and only recently returned after discovering the secret of passage to the Archipelago. I built the Black Dragon and went to Paralon to demand that he relinquish the throne. He equivocated and stalled long enough to find a greater magic with which he could defeat me- Pandora's Box. And when he opened it, he lost the mandate of the dragons, and that fool Samaranth took his ring, when he should have taken the box instead." This not only tells the real story, but also the dragons judgement in not taking the box.

On page 290, "The dragons have returned, true- but whether or not we stay is up to you. Rule wisely. Rule Well. And should the need arise, call on us." "I took it from one king who was not worthy to wear it, and did so again last night. I hope that you will never give me cause to do the same. Fare thee well, King Artus of the Silver Throne." This shows that the dragons will follow the king, but only if he rules justly and follows the laws of the Archipelago.
