He wants to motivate people to look on the brighter side of things and pushes towards peace and negotiation rather than fighting at the end of the Cold War. This shows ethos because he was sworn into office before the world, as he agrees to the solemn oath and to God, which gives him credibility to all the people watching who agree with him and support what he believes in and what he does.

 Let both sides unite to heed in all corners of the earth the command of Isaiah--to "undo the heavy burdens . . . (and) let the oppressed go free"  (pg 2). JFK used repetition in this part of his speech. The effect that it had was very positive, this part of the speech gives people hope for peace and negotiation in the nation, it gave people comfort for the end of the cold war, as JFK wants peace and to look on the brighter sides of things rather than the dark, he would rather unite than fight.
