Families still do not have the right to choose where they want their child(ren) to go. The majority of these schools if not all of them operate with some sort of controlled choice plan. Meaning, families are given a preference as to where they would like for their child(ren) to attend, but their preference is then scrutinized by a system that subjects them to a race or ethnic balance. Resulting, in them being rejected and placed in a different school, obviously not by choice. School choice is yet another framework for explicating and analyzing how policies and institutionalized practices reinforce inequities in schooling and foster deficit conceptions of people of color.This school reform policy continues to connect the history of race and racism in the U.S. It was set out to foster equity and excellence in education. In all fairness, this reform has created pockets of successful schools for students. However, regardless of class and gender intersections, the majority of charter schools have not significantly minimized the equity gap between Black and Brown urban and White suburban populations. Moreover, these school of choice lack quality control and proper oversight and measures of accountability, leaving them at the same or lower achievement levels than traditional public schools. Also, they lack in resources. Comprehensive high schools provide an array of extra -curricular options for students to develop different talents and leadership skills; whereas, charter schools struggle to provide basic education components.
