Led by Lim Kim San, the HDB made first priority during formation to build as many low-cost housing units as possible, and introduced the Five-Year Plan. The housing that was initially built was mostly meant for rental by the low-income group. The Home Ownership for the People Scheme was also introduced to help this group of people to buy instead of rent their flats.

What was the Padang used for in the past?
This was our "Central Park" of the day, a popular place for residents to meet, relax, take walks and find recreation. It had been a place for social gatherings before colonialism, with Malay and Indonesian seafarers racing their boats off the coast near the Padang. In 1834, the Europeans started holding their annual New Year Regatta there and it soon expanded into a full-scale Sports Day. New Year's eve would bring fireworks to the Padang while New Year celebrations saw the sporting activities of the Singapore Cricket Club and Singapore Recreation Club held here. Horse-riding and pony races were introduced here in 1840. In 1845, the Esplanade was enclosed with posts and chains to cordon off the area to protect pedestrians from the incursions of pony-racing, drunken sailors and passing traffic. On Monday 27 June 1887, Jubilee Day commemorating the 50th Anniversary of Queen Victoria's reign, a statue of Sir Stamford Raffles costing $20,446.10 was installed by Governor Frederick Weld, in the middle of the Padang. In 1919, during Singapore's centenary celebrations, the statue was moved to its present site at the front of the Town Hall. Landfill and reclamation in 1890 enabled the widening of the Esplanade. A sea-wall was also built and a new road which ran past the Padang, was called New Esplanade Road until 1906, after which it was renamed Connaught Drive. In 1922, further reclamations meant the Dalhousie monument had to be relocated. The new land became the Esplanade Park along which other famous monuments stand including the Cenotaph, the Lim Bo Seng Memorial and the Tan Kim Seng Fountain. The famous Satay Club once stood at the edge of the Park. The Esplanade Park was in 30 May 1953 (Coronation Day), renamed Queen Elizabeth Walk, to commemorate the coronation and assent of Queen Elizabeth to the British throne.

Since then, the Padang represents the very essence of colonial Singapore. Chosen by Raffles as a recreational area when he laid out the plans of the city; it has remained the site of the Singapore Cricket Club and the Singapore Recreation Club. A plain unrelieved by trees or hills, it was a center for colonial life for sporting events and social gatherings.
Source :http://www.src.org.sg/facilities.php?type=32

How was it constructed?
The Padang originally fronted on to the sea, but due to land reclamation now stands 1 km inland. After the founding of Singapore in 1819, English and Indian troops were quartered here and the area was known as The Plain. The name was only later changed to Padang. In 1942, when Singapore fell to the invading

Japanese, all the European population of the colony were massed on the Padang before the troops were marched away to prisoner-of-war camps, some to camps in Malaya and Siam (where they helped to build the infamous Bridge over the River Kwai), others to Changi . The

Cricket Club

, at the end of the Padang, was the focus of British activity. A sports pavilion was first constructed in 1850 and a larger Victorian clubhouse was built in 1884 with two levels, the upper level being the ladies' viewing gallery. The

Singapore Recreation Club

(the SRC) building, at the northern end of the Padang, has been built on the site of a former club built in 1883 by the Eurasian community, who were excluded from the Cricket Club. The building is a modern, green-glass affair with polished brown columns: a nouveau antidote to the venerable Cricket Club at the other end of the Padang. In 1963 the club lifted its membership restrictions and fewer than a fifth are now Eurasian.

Flanking the Padang are the houses of justice and government: the domed

Supreme Court

(formerly the Hotel de l'Europe) and the City Hall. The neo-classical

City Hall

was built with Indian convict labour for a trifling S$2m and was finished in 1929. The Japanese surrendered here to Lord Louis Mountbatten and on the same spot, Lee Kuan Yew declared Singapore's independence. Today it contains law courts - the overflow from the Supreme Court next door.
Source: http://www.footprinttravelguides.com/asia/singapore/colonial-core/#The Padang

Q7: Why is it such a historical building or architecture in Singapore?
Due to its prime location and historical significance, it has been used as a venue for a variety of events, including the National Day Parades some years due to the first ever National Day Parade being held there in 1966, and just recently Singapore's Golden Jubilee Year in 2015. Since 1995, it has been planned that the NDP would be held there for every 5 years, the main venue for that major event is at Marina Bay Floating Stadium.

Q1. Why was the Padang built?
Since it was zoned for use as a playing field in 1820 (known simply as the Plain), the Padang has remained undisturbed by major construction for almost 190 years. In 1830 and 1850, developmental pressures were applied on acquiring the Padang, only to be defeated by public appeals for its retention as an open field. The Padang is also a time capsule of Singapore's archaeological remains spanning for seven centuries since the 14th century. Excavations undertaken at test pits in the western corner of the Padang in 2003 had unearthed a wealth of artefacts that shed light on life in Temasek. The recovered artefacts included pottery and earthenware fragments from imported Chinese ceramics, Siamese Sawankhalok pottery, Vietnamese blue and white ware, metal slag, glass beads and bangles, mixed currencies from Chinese Song, Yuan, Ming and Qing Dynasties, as well as Javanese, Melaka, Sri Lanka, Portuguese and British Indian coins. The existence of multiple foreign currencies and coinage demonstrates the "international" culture of the early Temasek port, in which a sophisticated currency system was already in place to faciliate intra-regional commerce.

Adapt from the book " Heritage Places of Singapore"
