Expectations and attitudes differ depending on which sex they are associated with. 
In the Hulu series "The Handmaid's Tale" woman have many roles, a Martha: to cook, clean, and serve everyone in the household. A Handmaid: to birth a child for the head of the house hold and his wife. And an Aunt: to act as a midwife for the pregnant Handmaids. The most desired expectation out of woman in the colonies is to birth a child. Lower classes of men are esentially gaurds and expected to protect all these women, especially the handmaids as they are the ones expected to carry. Higher class men are known as Commmanders, who are expected to govern and express leadership through the colonies. My next door neighbor has this hung on the frame of their door. Immediately my whole family and myself could tell that they were religious because of what it symbolizes. The cross carries a deeper religious meaning to them that they choose to live by. They use this symbol in society as a representation of their faith in Christianity.

Assuming it has to do with Sacramento Police Dpt withholding information about what went on under their authority. I chose to go with dysfuction for this one because the banner shows how unorginaized and corrupted our systems are.
