The data that the story tells might not be the whole story. Like in the WW2 bomber damage analysis. While they define the problem correctly, how do we improve our aircrart so they survive. The data collected did not really help them becuase all they collected was the data the showed them where aircraft could be damaged and still survive. They still have no data on what aircraft that did not survive.
