In an ideal situation our constituent workers' orgs (broadly defined) would have enough active members with the capacity to allow for a high rate of turnover of people on any governing body, i.e. delegates with very specific mandates and short terms of service. That way we could avoid creating any entrenched positions while still having strong follow-through. As a stepping stone toward that, my guess is that the Project would be able to best serve our needs as simply a space for reps from any workers' organization to request and extend material solidarity from/to each other, and organize events jointly.

Worker education and at least one public-facing medium to popularize local workers struggles. i.e. some kind of social media channel, or something in print, even something as simple as approaching Antigravity to see if we can do a regular column. They did a very nice write-up about the Lowe's union drive earlier this year.

I'm in favor of open membership. Agnostic on dues. I think it's important to leave room for all types of workers' orgs to have a seat at the table, from more mainstream union bodies to rank n file caucuses to shop committees to informal workers' groups.

If we want a democratic organization of rank-and-file workers (rather than a coalition of union representatives), then we should define who gets to be a member.
Dues paying is usually helpful because it helps define who's in and who can vote on decision and who can be an elected officer.
A looser alternative might be a group that has no defined membership, but then those attendees don't make any major decisions for the group - maybe just working on shared projects, while decisions on how to use resources of the org are given to a smaller group who want to do it? Not sure how to square this...
