The sultan is basically saying that every country has a way to deal with rebels. The British have suppressed the anti-colonialists in India and Egypt numerous times. He is saying that all countries have had civil problems that they had dealt with and this problem with the Armenians and formerly the Bulgarians was their business. Furthermore he scrutinized Britain for being a beacon of hope for the Bulgarians as they contributed immensely as a supporting figure to draw inspiration and morality from. He states that "this can not happen with Armenia" because they are a minority in the country they stake claim in and it would be unjust to let the authorities deal with a rebel force with such aims as the Armenians.

I believe this wasn't significant to what happend because america refused to help all that was going on and left them to be themselves and I feel like that impacted the European and Russian governments Immensly. -josh.s

The Armenians were viewed as “food for the dogs.”
The Ottomans killed off the Armenians because they saw them less than their own dogs. They didn’t not see them as humans because they were different. The Ottoman soldiers also used their own religion to justify their actions.
You dehumanize humans by treating them less than humans, removing their values and rights, abusing them to the point they eventually accept this lack of value onto them self to such a degree that they no longer have the will to fight back.

-In December 1895 Senator Wilkinson Call was a Democrat from Florida and he suggested that Armenia be an independent state protected by the "civilized" nations of the world. However, this did not happen because some thought it was "too radical".

- Another US senator, Shelby Collum condemned the massacres and urged the President, Grover Cleveland to take action and help Armenians.

- The congress passed Senator Collum's resolution, but President Cleveland refused to support it. He was scared that the military and economic repercussions of such an action would affect the connections between the Ottoman Empire and the United States.

- Without U.S support the European and Russian governments continued to pressure the Sultan to implement the reforms promised to Armenians in the Treaty of Berlin.

- The diplomats talked while the massacres of the Ottoman Armenians continued on and off until January 1896.

Yes I do personally believe that the actions of the Armenians were justified. The reasons for this is due to the fact that the Armenians were very patient with their wishes and tried to handle everything without physical violence but in the end their wishes were never heard so they took action. Yes physical violence is not good at all and I don’t support it but the Armenians came down to this last resort. I also believe this is more of a protest then it is a rebellion, because they’re not trying to take over the Ottoman Empire but fighting for their own right trying to be heard by the government and people a rebellion would be them trying to take over but here I simply believe they’re fighting for the rights and equality they should be able to share with the rest of the people of the Ottoman empire

He is attempting to make his actions look normal and point out that he’s not wrong because countries have taken the same/similar actions prior however, he also mentions that the Armenians will not be able to get what they desire because they are the minority all over the country.

The Ottoman Empire is losing more and more territory (which means they are losing land, wealth, resources, and expendable citizens for the military, among other things). For example, with the Berlin Treaty, Romania, Serbia and Montenegro become independent (they were previously part of the Ottoman Empire). The Ottoman province of Bosnia-Herzegovina was also given to Austria-Hungary in this treaty. The Sultan fears that the Ottoman Empire will COLLAPSE, so he feels a stronger need to HANG ON to Armenia. The Sultan does not address the Armenia's issues despite promising them he would in the Berlin Treaty, forcing the Armenians to turn to violence.
