1. 비공식 시장에서 얼마를 벌어들이는지 파악하는 데서 발생하는 모든 관료주의의 청산.

3. 일정 수준 이상의 소득이 없어야만 소득 보전을 받을 수 있는 혜택을 줌으로써 발생하는 의존현상 제거 가능.
4. 수급자가 노동 대신 급여를 선택하여 빈곤의 덫이나 실업의 덫에 빠지는 것을 방지.
5. 생계수단을 찾지 못해 굴욕적이거나 위험한 노동에 종속된 경우 기본소득을 통해 그들의 적성과 욕구에 부합하는 기회가 올 때까지 그러한 노동을 거절할 수 있음.

고서라도 빈곤, 취약 계층에게 선별 지원을 하는 것이 보편적인 지원보
다 효과적일 것이다. 그러나 복지 예산의 크기는 고정 불변이 아니다.
일반적으로 선별 복지를 위주로 하는 국가는 복지 예산 규모가 작고,
보편 복지를 위주로 하는 국가는 복지 규모가 크다. ‘재분배의 역설
(paradox of redistribution)’이 여기에서 비롯된다. 일반적으로 보편적
복지 위주의 국가들이 선별 복지 위주의 국가들보다 재분배 효과가 더
큰 것으로 나타난다(Korpi & Palme, 1998).
왜 그럴까? 부자에게서 세금을 걷어 가난하고 불쌍한 사람들을 돕
는 경우 부자들은 과연 복지 혜택을 받는 사람들이 ‘진짜’ 가난하고 불
쌍한 사람들인지 의구심을 가지게 되고, 부정 수급 사례가 나타나면 세
금을 내는 것을 꺼리게 된다. 특히 중간 계층이 자신들을 배제한 선별
복지를 위한 증세에 동의하지 않게 된다. 반면, 복지가 사회적 기본권
으로서 누구나 보편적으로 누리는 사회에서는 복지 증세에 대한 사회
적 합의가 쉽다(Rothstein, 1998). 이런 점에서 기본소득은 복지 증세를
쉽게 할 것이다. 최근 세계은행이 펴낸 보편적 기본소득에 대한 탐구
보고서에서도 기본소득이 중위 유권자의 지지를 토대로 복지 증세를
용이하게 한다는 정치경제학적 분석을 다루고 있다(Gentilini, Grosh,
Rigolini, & Yemtsov, 2020)
일반적으로 공적 부조보다는 사회 보험을 위한 증세(사회 보험료도
조세의 일종)가 보다 용이하며, 사회 보험보다는 보편적인 사회 수당이
증세에 유리하다. 한국의 경험을 보아도 공적 부조보다 사회 보험이 훨
씬 더 빠르게 확대되어 왔으며, 기초 연금이나 아동 수당, 최근의 재난
지원금처럼 보편성이 강한 제도일수록 안정적인 정치적 지지를 획득하
