         <description><![CDATA[<div>In paragraph 4, the text says that the government promised the farmers that they didn't have to pay taxes (the country was in debt) on their land during the Revolutionary War. As a result, the farmers didn't pay their taxes. The promise from the government was not kept. That led to foreclosures. The farmers were  mad (and I mean mad) about the government not keeping the promise. That led to Shay's Rebellion.</div>]]></description>

The reasons involved them being in debt after the revolutionary war. So they decided to tax the farmers and merchants  which then led to shays revolt.          <description><![CDATA[<div>The articles lead the government into dept so they needed to tax people more. This lead Shay and about 2000-4500 merchants and farmers to attack the Massachusetts government. The Federal government could not send troops in since they were not allowed to do that at the time. Shay won the battle and Alexander Hamilton called a meeting in Philadelphia. This meeting threw out the old flawed Articles and created the Constitution.</div>]]></description>

The Congress wasn't strong enough which made the people more powerful. The people wouldn't listen to the Congress to change one or more of the laws because they liked being independent.
