The conflict originated after the Rwandan genocide, when hundreds of thousands of Hutus fled into the D.R.C. Among these were militiamen and soldiers who were originally responsible for the mass killings. They allied with the leader of the D.R.C., Joseph Mobutu, and began to attack the D.R.C.'s population of Tutsis. Rwanda's Tutsi government started to back rival militias, fighting Hutu militias and Congolese government troops. The Tutsi militia eventually marched on Kinshasa and attempted to take over the D.R.C.'s government while taking town after town and killing many. The rebel militia of Rwanda didn't care if someone was a Hutu from Congo or Rwanda, it was all the same to them. The years of continued warfare have led to the creation of a war economy. The valuable natural resources have been an element of strategy of several armed groups. The attempted peace agreements have flaws as rebels integrate into the national army while still continuing their illegal works. There have been attempts at peace from outside organizations. In 2013, the United Nations' peacekeeping force was given a stricter mandate to ensure no conflict. The peace keeping mission has been in the D.R.C since 1999. It is mandated to protect civilians and also help with the reconstruction of the country. The U.N. has played a huge roll in organizing democratic elections and has launched military operations against various rebel groups. It is not much help. The rebels are supported by an international crime network stretching through Africa to Western Europe and North America. The M23 was to protect the Tutsi citizens. In the congo parlance its "Anti-Tutsi" while others call them "Anti-Rwanda." Canada needs to pressure Rwanda to stop supporting insurgents in the Congo. We must address the atrocities committed by Rwandans.
