In 1820, a group of missionaries from New England began to settle there. Americans settled there began establishing sugarcane plantations to make money. A recession hit Hawaii hard and forced America to lift tariffs on sugar. This bolstered the economy again and when the treaty came up for renewal, the U.S. suggested a naval base at pearl harbor. This treaty gave great power to the plantation owners and now they had a powerful voice in the Hawaiian hierarchy. After much back and forth between the king, queen, and the planters, the planters along with the help of marines, overthrew the Queen and established a provisional government. 5 years later the U.S. annexed Hawaii.

Already having slight trade with Latin America, the U.S. wanted a better relationship with Latin America and to drive out the European trades the Latins had. America tried to get Latin America to agree to a customs union and to develop a common system for settling disputes. The only thing they got out of the deal was a Pan-american Union.
