This education reform is milestone for Turkish educational system. Foreign language teaching policy at all levels altered. This reform was demonstrated as the ministry of education development project and purposed at supporting influential Elt in not only public but also private schools in Turkey.

Removal of English preparatory programs from Anatolian and super high schools

Elective English course curriculum

Examples of exams that measure goals only for reading and writing skills are presented.

A wide alteration was implemented in ELTPS area in this year. The reason of this is that 1997 education reform is inefficient that time. Education reform internalizes behaviorism. However, constructivism is dominant in 2006.

Psycho-motor goals were included rarely in addition to cognitive goals. However, they have no effective domain goals.

Instead of creating a teaching according to grade level or subject / themes, the European common reference text has been consulted.

Thanks to this text, language proficiency levels were classified for the first time as basic (a1 / a2), independent (b1 / b2) and experienced (c1 / c2).
