Lincoln had to major ways of communication the first being through newspapers and publications he was able to reach the people with his views. The second being the telegraph which was used to communicate with his generals and other leaders. He also used public debates with his opponents to further express his beliefs to the people and further support and explain his cause.

This is vastly different than Washington because although he did have some public speeches and addresses like Washington he used public debates which Washington did not and had access to knew technology in the form of the telegraph which was not available to Washington.
