         <description><![CDATA[<p>Small, highly globalized economies like Singapore face significant challenges in boosting domestic income through government spending. Their heavy reliance on trade—importing goods and services far more than larger economies—means a large share of fiscal stimulus leaks abroad. For instance, when the government spends more, households and businesses often purchase foreign-made products, weakening the local impact. Additionally, Singapore’s Central Provident Fund (CPF)—a mandatory savings scheme for retirement, healthcare, and housing—redirects a significant portion of wages into long-term savings, leaving less disposable income for immediate domestic consumption. While low taxes attract global investment, they also limit the government’s capacity to fund broad-based social programs that might amplify spending effects. Together, these structural traits—openness to trade, high savings via the CPF, and a lean tax system—result in fiscal measures having a smaller economic “ripple effect” compared to larger, less trade-dependent nations.
