Since the declaration of the Republic in 1923, there has been significant progress in foreign language education in Turkey. The unification of education activities under a single law, the Law of Unification of Education, enacted on March 3, 1924 as Law No. 430, played a crucial role in this development. This law brought together various education activities in the country under a centralized structure. (Çakır, 2007)

By means of a set of language planning guidelines, Atatürk established the Turkish Language Association (Türk Dil Kurumu) in 1932 to further linguistic goals. As a result, Turkish might serve as the country's official tongue and help to lower the degree of illiteracy in the population while also serving as a means of communication and instruction. The language of teaching was Turkish until 1953 as part of the Turkicization initiative (Sarıçoban & Sarıçoban , 2012).

The opening of the first Anatolian High School in 1955 marked the beginning of an era in which these schools were viewed as the key to gaining admission to prestigious universities and securing a successful future. Unlike other state schools, entrance to Anatolian High Schools is through a centralized examination. The government established Anatolian High Schools to distinguish them from regular high schools, offering similar features to private schools such as preparatory English classes and English as the medium of instruction. The aim of Anatolian High Schools is to provide foreign language education to students whose families cannot afford private education. The students receive a four-year education, including a comprehensive first-year English course. (Sarıçoban & Sarıçoban ,2012)

Regarding the English teaching policy at all educational levels, significant reforms to the Turkish educational system occurred in 1997. The MONE worked to improve Turkey's long-neglected ELT practice, which is what led to these developments. The reform, dubbed "The Ministry of Education Development Project," sought to advance competent English instruction in both public and private schools across the nation.
