In mid 1780 the French and British were at war and the French and British merchant ships stayed home. when the Americans found out about this they took advantage and had around 1000 ships trading around by the 1800s.

The Barbary states demanded the United States to pay tribute. In 1801 the ruler of Tripoli demanded more money in tribute Jefferson said no and the ruler declared war. Because of this Jefferson sent ships to blockade Tripoli.

in 1804 the pirates seized the American warships they towed the towed the ship to Tripoli harbour and sent the crew to jail. Decatur the captain of the navy ship snuck out of the high-security harbour and burnt the other captured ships so they couldn't be used.

In 1805 the US signed a peace treaty with Tripoli and they agreed to stop demanding tribute but the US still had to pay 60,000 to release the prisoners.

In 1810 congress passed a trade law permitting direct laws with France and Britain depending on who first lifted its trade restrictions.
