         <description><![CDATA[<p>- In July 2010, the court found that she was “not criminally responsible” by reason of mental disorder (i.e. NCR) for John Fulton’s death. </p><p>-As a result, she was not sentenced to jail as a conventional convict. Rather, she was committed to a forensic psychiatric hospital (in Port Coquitlam) for treatment. </p><p>- A British Columbia Review Board ordered that she be held for at least one year in the psychiatric facility. </p><p>-At a review hearing, the Board could decide whether she remains in the facility, is transferred, or allowed any conditional release, based on her ongoing mental state and risk. </p>]]></description>

Two were pushed onto the tracks; one was able to pull his friend to safety under the edge of the platform. One of the teens suffered a serious foot injury. </p>]]></description>

         <description><![CDATA[<p>Després broke into the house by cutting the screen of one door and kicking in another. </p><p>Wikipedia</p><p><br/></p><p>He entered the victims’ bedroom (Verna Decarie) and stabbed her. </p><p><br/></p><p><br/></p><p>Fulton, trying to escape, reached the porch but was caught. Després dragged him inside and decapitated him with a homemade sword. The severed head was later found in a pillowcase under the kitchen table. </p><p><br/></p><p>After committing the murders, Després attempted to cross into the United States.          <description><![CDATA[<p>On March 5, 2008, Justice William Grant found him guilty of the murders, but also not criminally responsible (NCR) because of his psychotic state at the time of the crimes. </p><p>Lethbridge News Now</p><p><br/></p><p><br/></p><p>Because of the NCR finding, Després was not imprisoned in a conventional prison but committed to a secure psychiatric institution. </p><p><br/></p><p><br/></p><p>He was placed in Shepody Healing Centre, a forensic psychiatric facility within Dorchester Penitentiary for offenders who are not criminally responsible due to mental illness. </p><p><br/></p><p>The New Brunswick Mental Health Review Board oversees periodic reviews of his condition and whether he continues to pose risk. </p><p><br/></p><p>Over the years, he has been denied certain transfers (for example, to an English-speaking psychiatric facility in Ontario). </p><p><br/></p><p><br/></p><p>As recently as 2021, the Review Board ordered that Després remain in a secure psychiatric facility, noting he had refused treatment and posed risk to staff. </p><p><br/></p><p><br/></p><p>In 2025, a court ordered that he remain at a federal institution.</p>]]></description>

         <description><![CDATA[<p>Paranoid Schizophernia</p><p>He believed the station was broadcasting messages in his head.</p><p>In 1995 , He went to TV station in Ottawa, recognized Brian Smith coming out the building (TV  station)and shot at him, killing him. </p><p>He was not criminally responsible in Smith’s death due to his mental condition. He was remanded in mental health centre. In 2004, he was granted absolute discharge, that he no longer poise risk to the community. </p><p>In 2007, he punched a custom officer after he was denied access to the US due to past criminal convictions. He was subsequently jailed for 2yrs and released. </p><p>His doctor claimed he had good insight and should not stop medications . However he stopped taking his medications in 2014 and said he is no longer mentally ill. </p>]]></description>
