A modest proposal is a satire in which he makes suggestions to help the poor people in Ireland in ridiculous ways. The problems he describe is real but Jonathan wanted to make fun of them to show how the goverment not taking the serious poverty issue for real. He wanted to grab the goverment attention, and by writing this essay he hoped that it would spread and people would go together and make the goverment take action on the big issue.
