I think the sentence was written in this way in order to overwhelm the readers and  thus illustrate the many ways thought can be developed in the education system (through a 'free style' manner). The reader may have a greater tendency to agree with Dewey because the way this sentence is structured makes it seem like Dewey's argument is strongly supported.
