                 : He sent 3 men, the French deported 2 of them,  then asked for money. (this was extremely inappropriate and disrespectful)
                 : His response: he went in front of congress, refers to the three French men as XYZ, then asks congress to give him money to create the American Navy.
                 : the navy was created to protect not to go to war.
                 : the rest of the Adams administration was spent fighting the Quasi War (undeclared war with France)
