They used the United State's actions to gain followers when the US bombed most of the Cambodian countryside. The Khmer Rouge kept records of the people who in the group will be killed. They built extermination prisons and groups such as class enemies, the Cham, and people from the Eastern zone are transported to them.

http://www.genocidewatch.org/images/AboutGen89BlueScarvesandYellowStars.pdf
https://hmh.org/ed_Genocide_Cambodia.shtml

Pol Pot had people running the infamous camps such as Tuol Sleng who then had hundreds of thousands of people who died from disease, starvation or exhaustion as members of the Khmer Rouge - often just teenagers themselves - forced people to do back-breaking work. The US was trying not to acknowledge the genocide because they had just lost the Vietnam war and didn’t want to get involved in that region again. It wasn’t until the Khmer Rouge was overthrown till the genocide was on international news but even then, there was no international investigation that was done.
http://endgenocide.org/learn/past-genocides/the-cambodian-genocide/
