It's something that's commonly said when a speaker says something that their conversation partner is really interested in and could talk about for hours. The off-handed way she said it and the way her body language is more so facing the center of the audience, rather than the question-asker who (going by her posture while asking if all the components have been addressed) is off to the side, suggests that the invitation was ostensible. I also know from prior experience that it can just be an expression used to express that you agree with someone or otherwise support or share an opinion or thought that a person has shared.

It isn't imperative, just a figure of speech conveying their depth of knowledge on the topic. If the speaker and the audience member had known each other outside of this context, or were otherwise affiliated with each other, then it might be a more "genuine" proposal.
