On January 8 1918, Wilson addressed Congress and presented a 14-point plan for peace after World War I. But he was met with opposition in Congress, especially over Point 14: the League of Nations. The League of Nations could call the U.S. to fight in international wars; some senators argued that the constitutional power to declare war in America belonged only to Congress.

A few weeks later, on January 18, 1919, delegates from many countries gathered at the Palace of Versailles in France for a peace conference. The Allied leaders' anger at Germany was clearly manifested when they didn't allow the country's representatives to speak. The delegates created the Treaty of Versailles, which punished Germany by forcing it to surrender European territory, relinquish its colonies, and demobilize nearly all its armed forces, also requesting it pay reparations - an amount later decided on $33 billion.

Although originally against the severe treatment of Germany, in the hopes of winning support for his 14 points, Wilson eventually consented to the Allies' disciplinal treaty. Whilst the Allies rejected some of Wilson’s points, the conference created new, self-determined boundaries in Europe, and most importantly for Wilson, established a League of Nations.
