If the Articles did have the right to tax people they would maybe have the funds to get thing set up. The Articles of Confederation gave the power to pass laws but not enforce them.

This goes into another weakness the Articles of Confederation had, lack of power. Like what was stated before, the articles didn't have any power to enforce laws onto people making them obey. This means that lots of things such as laws are going to fail if no one helps the laws of helps fund them.

At the time the states were very much independent. When people heard this idea of the states being more united together, most people feared the idea of a stronger government going into control. Obviously we know now that The Articles of Confederation were actually very weak and didn't have enough power to do much.

Another strength is that  it was able to divide areas more west of the colonies called townships with The Land Ordinance of 1785.
The government was able to make some profit from people who bought the land near Ohio
