         Many argue that Kirkpatrick's Levels do not necessarily require the completion of one to move onto the next level; as if the levels were in some chronological order. Some also suggest that one level is not more important than another. 
         However, in reference to Kirkpatrick's Model, the program evaluation determining the feasibility in departmental participation of a business development training program examines Kirkpatrick's Level II: Learning, and Level IV: Results. 
         The program evaluation attempts to understand the pre and post attitudes and behaviors from the Community Partnerships Associates' participation in the training program. Composed of a team of six, there are two Community Partnerships Associates assigned to each borough. Regardless of which borough a Community Partnerships Associates works, the referral process is the same in gathering the necessary paperwork to schedule a medical appointment for the prospective patient. Although the tactics and individual relationships that each Community Partnerships Associate has with their contact personnel from each of the organization accounts they manage can differ, the previous annual program evaluation was unable to measure the effectiveness of such. However, it was able to measure the amount of growth or decrease by each clinic. It is important to note that we have one clinic in downtown Manhattan, and two in Brooklyn; ultimately leaving the Bronx with none. 
         The medical services that Housing Works provides are the following: primary care, dental care, behavioral health, health home, AIDS adult day health care program, and outpatient substance use treatment. However, each clinic is different in the types of medical services it provides. For example, the Manhattan clinic does not provide dental or outpatient substance use treatment. Another example to take note is the patient’s age. For the East New York clinic, their primary care services include pediatric care to which the Manhattan clinic does not offer. As a result, the organization’s overall referral program is disproportional to the actual amount it can accrue if all clinics and services were universal.
