Puritans settled in Massachusetts Bay in 1629, and aimed to build a "city upon a hill" as an example for the rest of the New World. Massachusetts was a theocracy with little separation of church and state. There was no religious freedom. People who disagreed with Puritans were banished, such as Thomas Hooker who founded a colony in Connecticut and Roger Williams who wanted separation of church and state and founded Rhode Island (the only colony for a time that allowed complete religious freedom).
