They think the beauty of words is covered in the Eleventh Edition. Syme thinks the concept of it can make thought crime be impossible, and the language, Newspeak, should be prefect.

 Winston yearns to use some inspiring words to spread the actual concept of freedom. He wants the world to know that they can change the language, Newspeak, and that their thoughts can be different.

He also reflects on how the Party claims how London has become "better." For example, they have claimed that they lowered the mortality rates of infants and the percentage of proles that are literate. Winston begins to question whether this is true or not and whether all the things in the history books are true as well. However, there's no way to tell.

Winston's final thoughts: 
"The past was erased, the erasure was forgotten, the lie became truth."
Because the past was rewritten and no one knows it, it's become the truth.

Suddenly, he remembers in 1973 that there was proof of the Party changing history. But then he is reminded of how the proles are savages and are allowed more basic human rights than Winston himself because they cannot think for themselves and thus they are harmless in the eyes of the Party. 

This reveals that the Party puts down the lower classes.
